Description

Primary Purpose:

To successfully facilitate the district’s implementation of all literacy services including Section 504, Dyslexia and RTI programs.

 

Minimum Qualifications:

Education/Certification:

Master’s Degree in Reading, Master Reading Teacher Certification, or Reading Specialist Certification

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee approximately $50.00 paid by the employee.

 

Knowledge/Skills:

Knowledge of balanced literacy, adolescent literacy programming, RTI, Dyslexia, and Section 504 services and programs

Knowledge of effective instructional strategies                                  

Ability to maintain a rigorous schedule and gather, collect and classify data

Ability to maintain accurate records, disaggregating and analyzing date, developing and maintaining spread sheets, monitoring and updating databases

Knowledge of instructional programming for student’s literacy needs

 

Experience:

Three (3) years’ teaching experience

Professionalism

The Educators' Code of Ethics is set forth in Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community.

Instructional Management

The coordinator ensures high quality literacy instruction through activities such as the following: 

  • Responsible for monitoring district compliance with RTI and Section 504/Dyslexia programs.
  • Lead the development of Individualized Accommodations Plans for identified students.
  • Ensure comprehensive assessment of students referred for dyslexia services or Tier 3 Intervention are completed.
  • Develop, coordinate and implement campus implementation literacy programs, RTI, Section 504 procedures and the Dyslexia Program.
  • Develop and implement effective instructional staff development and curriculum implementation for identified students.
  • Work with dyslexia teachers to implement the district's dyslexia program.
  • Oversee the general education homebound program. 

Organizational Climate

The coordinator fosters a positive school or organizational morale through activities such as the following: 

  • Demonstrate high expectations for campus level administrative staff(s) and students in meeting educational goals for identified students. 

Organizational Improvement

The cooridinator promotes leadership in efforts to improve the school or organization through activities such as the following:

  • Help teachers and instructional staff develop research-based instructional practices that support the development of oral language development, listening comprehension, reading, writing, and early literacy.
  • Lead the process for purchase of additional intervention materials.
  • Identify evidence-based instructional programs which may be adopted by district to improve instructional methods in classrooms where needed.
  • Disseminate to campuses 504 information from the Office of Civil Rights, Department of Education or Texas Education Agency.

Communication and Community Relations

The coordinator promotes a positive tone for school or community relations through activities such as the following:

  • Communicate effectively with staff, parents, and community by projecting a positive image that enhances the district's mission.
  • Devise systems for clear and consistent communication of program information. 

Organizational Management

The coordinator manages administrative, fiscal, and facilities functions responsibly through activities such as the following:

  • Ensure the use of researched-based interventions in classrooms through professional development and classroom monitoring.
  • Develop and refine maintenance of records and management of reporting systems.
  • Facilitate a system of recordkeeping which includes methods for storage and transfer of records related to RTI and Section 504.
  • Ensure security and confidentiality of personal identifiable information.
  • Develop manuals for RTI, Dyslexia and 504 programming.
  • Monitor BOY, MOY, and EOY universal screening results and develop criteria for tiered intervention services. 

Professional Growth and Development

The coordinator provides leadership in professional growth and development through activities such as the following: 

  • Keep informed regarding RTI and Section 504 Services and Compliance issues.
  • Obtain and use findings (including student achievement data) to improve curriculum and instructional program effectiveness.
  • Keep informed about current trends and practices in curriculum, instructional methods and technology and disseminate professional information and materials to appropriate RTI and Section 504/Dyslexia staff.
  • Provide continuous professional development for all staff regarding literacy instruction, RTI processes, Dyslexia and 504 procedures. 

Qualities of an Effective Coordinator

The coordinator exhibits the following qualities:   

  • Comply with district and campus policies and procedures, as well as state and federal laws and regulations.
  • Comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards.
  • Maintain confidentiality.
  • Demonstrate a high level of personal integrity, a collaborative leadership style, and high ethical standards.
  • Keep informed of and comply with Federal/State/District and campus policies.
  • Compile, maintain and file all reports, records, and other required documents.
  • Daily attendance and punctuality at work.
  • Perform other duties as assigned by Curriculum & Instruction supervisors.

Supervisory Responsibilities

  • None

Equipment

Computer, computer software programs and peripherals, printer, scanner, calculator, copier, fax, and other equipment applicable to the position.

 

Working Conditions:

Mental Demands/Physical Demands/Environmental Factors:

  • Work irregular and extended work hours to include holidays and weekends.
  • May report to various campuses within the district for a full work day.
  • Work with frequent interruptions and maintain emotional control under stress.
  • Continual standing, walking, lifting, carrying, stooping, bending, and kneeling.
  • Limited exposure to hot and cold temperatures.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
