Primary Purpose

Oversee the management of the Office of the Governor VOCA Grant.  Provide oversight of the grant operations and collaborate with community mental health partners to provide tiered-intervention services to assist students who are demonstrating social and emotional challenges, and/or have social service needs. 

 

Minimum Qualifications

Education/Certification  

   Master’s degree or

   Bachelor’s degree and three (3) years’ experience in case management

   Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50)         paid by the employee.        

 

 

Knowledge/Skills

   Knowledge of the rules and techniques of grant implementation

   Ability to perform basic math calculations

   Ability to prepare routine reports and correspondence

   Ability to review and interpret technical information

   Ability to gather, collate and classify data

   Ability to establish and maintain accurate records and files

   Ability to meet established deadlines

 

Experience:

  Minimum of three (3) years’ experience in a social service or education related setting. 

  Experience working with at-risk, ethnic and socioeconomically diverse populations

Data Management

The Mental Health Services Manager assists with fostering analytical and collaborative environment activities such as the following: 

  • Perform and provide oversight of the requirements of the Office of the Governor VOCA Grant.
  • Maintain contact with external community and school groups, students’ parents and others to assist in resolving problems and to market/promote the program
  • Maintain organized files of all grant documentation, forms and reports
  • Ensure and enforce compliance with organizational policies and procedures for students receiving services
  • Manage Financial Accounting of the grant
  • Submit all required grant reports as reflected through the Office of the Governor
  • Ensure the control of expenditures against the grant budget
  • and activities to ensure that the objectives and the needs are met.
  • Ensure the establishment and implementation of all policies and procedures that fulfill the requirements of the grant.
  • Compile regular reports of activities, attendance, participation or other data as needed.
  • Consult with supervisor, campus administration, and instructional staff as needed
  • Participate in faculty meetings, and special events as assigned
  • Comply with school district board policies
  • Review, analyze, and evaluate data to maintain the fidelity of the VOCA grant to ensure program success
  • Perform other duties as assigned by the supervisor or other administrator that are consistent with the general requirements and qualifications for the position

Organization Management

The Mental Health Services Manager manages administrative, and fiscal functions responsibly through activities such as the following:

 

·         Prepare and submit approved correspondence for the Executive Director of Student Support.

  • Work with appropriate/designated District personnel on legal compliance issues (pulling and reviewing student files, collecting records from campuses, report findings during meetings, creates timelines and take notes during meetings).
  • Assist in coordination of a variety of programs and/or activities for the purpose of ensuring compliance with established grant guidelines.
  • Participate/facilitate in meetings and workshops for the purpose of communicating specified grant information and capabilities for achieving district goals.
  • Present information on a variety of topics for the purpose of communicating information and/or gaining feedback and providing staff development for certified and classified staff.
  • Maintain confidentiality of information.
  • Comply with District and board policy.

 

Communication and Community Relations

The Mental Health Services Manager promotes a positive tone for school or community relations through activities such as the following:

  • Provide monthly reports to the Executive Director of Student Support on caseloads and referrals.
  • Serve as the liaison for technical support and updates between the District, campus staff, and identified VOCA contract employees.
  • Create and distribute Match Fund reports to staff, administrators, and central office.
  • Respond appropriately to inquiries from a variety of internal and external sources for the purpose of providing information, facilitating communication among parties and/or providing direction.

  • Maintain emotional control under stress.

  • Repetitive hand motions; prolonged sitting and prolonged use of computer.
  • Work irregular and extended work hours to include weekends, as needed.
  • May require prolonged use of computer, moderate standing, stooping, bending, and lifting.
  • Frequent district wide travel.
  • Occasional statewide travel.   
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.

The grantee certifies that the federally funded portion of this position and duties are reasonable, necessary, allowable and allocable under the applicable federal fund source. The grantee further certifies that it is in compliance with the federal requirement that the duties of this position funded by this grant are not required by state law, SBOE rules, or local board policy, i.e., it is a supplemental position. This position is available for the length of the grant.  The grant-funded portion of this position and duties meet the purpose, goals, and objectives of the federal fund source. Documentation will be maintained locally by the district that clearly demonstrates the allowable and supplemental nature of the position and will provide such documentation to TEA upon request.  The LEA will maintain auditable documentation to ensure the position was determined through a needs assessment and is included in the campus improvement plan and district improvement plan.
