Primary Purpose:

Coordinates the activities of the Human Resources Department to ensure legally sound and effective human resources management practices.

 

Minimum Qualifications:  

Bachelor’s degree from an accredited four-year college or university preferred

Texas Administrator/Principal Certification preferred

Valid Texas Teacher Certification preferred

Certified Texas Teacher Evaluation and Support System (T-TESS) appraiser (or obtain within 90 days)

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.

 

Required Experience:

Minimum of three (3) years’ experience in human resources

Minimum of three (3) years’ experience in a supervisory role

 

Knowledge/Skills:

Knowledge of Texas employment laws and teacher certification rules and procedures

Ability to interpret and disseminate information and data to individuals and groups

Effective communication and interpersonal skills

Ability to use personal computer and software to develop spreadsheets, databases, and documents

Ability to develop and deliver training to adult learners

Ability to maintain a high level of confidentiality

Knowledge of selection, training, and supervision of personnel

Knowledge of wage and salary, benefits and performance appraisal

Ability to implement policy and procedures

Knowledge of principles and practices of personnel administration

Proficiency in the use of position management programs/systems

Ability to work collaboratively with district and campus personnel

Personnel Management 

The assistant director assists with the oversight and management of personnel through activities such as the following:

  • Assists with compiling and reporting projections of staffing needs.
  • Coordinates screening interviews with potential candidates to ensure quality hires for the District.
  • Reviews background checks on applicants offered a position and make sound decisions of employment eligibility.
  • Management of certification and licensing information on District personnel to maintain highly qualified status.
  • Management of Texas fingerprinting requirements and maintenance of records in response to SB9.
  • Reviews, calculates, and recommends determination of salary for professional and auxiliary new hires.

Organization Management

The assistant director fosters a positive organization morale through activities such as the following:

  • Supervises personnel records management.
  • Manages the HRIS systems for the preparation, development, and revision of job descriptions including the accurate classification of positions in the district aligned with the district compensation plan.
  • Coordinates with the Department of Staff and Student Support Services in coordination and implementation of staffing for the Summer School Program.
  • Maintains a system to collect and analyze statistical data relative to applicant/candidate flow and the employment of all personnel including substitutes.
  • Uses management practices that promote collegiality, teamwork, and collaborative decision making among staff.
  • Promotes a positive caring climate and work environment.
  • Uses effective communication skills.

Organization Management

The assistant director manages administrative, fiscal, and facilities functions responsibly through activities such as the following:

  • Compiles personnel documents as directed by supervisor including, but not limited to contracts, letters of reasonable assurance and employee work agreements.
  • Updates and maintains forms on the district server and on the HR website.
  • Updates and maintains job descriptions following the set annual schedule.
  • Compiles and submits monthly board agendas to the Director of Human Resources concerning personnel changes.
  • Coordinates employee orientation program and have oversight of delivery presentation.
  • Assists and support services staff with the organization of recruiting trips for the district and participate in recruiting job fairs at universities and other presentation organizations, as assigned. 
  • Assists in maintaining recruiting materials and displays.
  • Organizes and submits weekly summary of department updates for the Friday Board Update.
  • Develops and implements effective recruiting strategies; analyze results annually and make changes, as needed.
  • Identifies optimum recruiting opportunities and represent the district at key recruiting fairs and events.
  • Oversee the employment application and screening process, monitor for effectiveness, and make recommendations for changes, as needed.
  • Administers the employee transfer process.

Organization Improvement

The assistant director promotes efforts to improve the organization through activities such as the following:

  • Assists and oversees the input and maintenance of information in the employee database.
  • Assists with the preparation of the HR department budget. 
  • Oversight of online job postings and job fair coordination for professional and auxiliary staff.
  • Ensure that department operations contribute to the attainment of district goals and objectives.
  • Develop projections for staffing needs. 

Communication and Community Relations

The assistant director promotes a positive tone for school or community relations through activities such as the following: 

  • Keeps supervisor informed of matters which might require her attention.
  • Prepares correspondence, forms, and reports.
  • Serves as district resource person to administrators and employees on certification and ESSA compliance issues.
  • Provides weekly updates to the director on issues related to Human Resources.

Professional Growth and Development

The assistant director participates in professional growth and development through activities such as the following:

  • Manages cross training of HR department personnel in order to insure efficiency and development.
  • Attends professional and staff development and training as needed to improve job performance.
  • Plans, coordinates, and executes the annual Human Resources Mini-Conference.

Qualities of an Effective Assistant Director

The assistant direct exhibits the following qualities:

  • Daily attendance and punctuality at work are essential functions of the job.
  • Follows established safety procedures and techniques to perform job duties, including lifting, climbing, etc.
  • Maintains confidentiality of information.
  • Corrects unsafe conditions in work area and report any conditions that are not correctable to supervisor immediately.
  • Complies with district policies, as well as state and federal laws and regulations.
  • Complies with the standards of conduct as set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards.
  • Performs other duties as assigned.

 Supervisory Responsibilities:

  • Assists with the oversight of human resources staff.

Equipment:

Computer, printer, calculator, multi-line telephone, copier, fax machine, scanner, shredder, and other equipment applicable to the position.   

 

Working Conditions:

  • Maintains emotional control under stress.
  • Works with frequent interruptions.
  • Works irregular hours and extended work hours to include holidays and weekends.
  • Frequent walking, standing, stooping, bending, pulling and pushing.
  • Occasional light lifting and carrying (15-44 pounds). 
  • Frequent district wide travel and occasional travel outside district and statewide.
  • Uses computer for prolonged period resulting in repetitive hand motion.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration.
  • Occasional exposure to: biological hazards (communicable diseases, bacteria, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
