Primary Purpose:
The Construction Project Manager will coordinate all technical and administrative actives between the department and design professionals, consultants, agents, vendors, contractors, school communities and district staff in the implementation of all DVISD construction and capital improvement bond programs with emphasis on communication, technology, security, fire and life safety building systems. This position is bond funded; therefore, annual employment is contingent upon the availability of funds.

 

Minimum Qualification:
Education/Certification:
• High School graduate or GED certificate and sixteen (16) years of experience in building construction management or related field; or
• Sixty (60) semester hours of college credit with architecture, engineering or construction emphasis and twelve (12) years of experience in building construction and construction management; or
• Degree in architecture, engineering, science and construction and three (3) years’ experience in building construction and construction management or related field.
• Valid license or certification in field of expertise.
• Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee

 

Experience/Knowledge/Skills:
• Extensive knowledge and experience in institutional communication, technology, security, fire and life safety building systems
• Knowledge of architectural, engineering and construction principles, practices and procedures and applicable federal, state and local building and zoning codes
• Ability to effectively present information and respond to questions from groups of managers, clients, customers and the general public
• Ability to monitor the planning and management of several construction projects
• Ability to work with other people and resolve problems
• Detail orientation, organizational and coordinating abilities
• Interpersonal and negotiating skills
• Skill in the use of personal computer and related construction software including scheduling and cost estimating
• Skill in written and oral communication
• Valid Texas driver’s license and good driving record. Meet and maintain Del Valle ISD liability coverage eligibility.
• Must have own transportation
• Available to work flexible schedule, including evenings and weekends

 

Experience:
Extensive knowledge and experience in institutional communication, technology, security, fire and life safety building systems
Professional experience in a publicly funded school environment is preferred.

Instructional Management
The manager promotes improvement of instruction through activities such as the following:
• Serve as project coordinator/liaison with contracted architectural, engineering and management professionals involved in planning, design and construction of project.
• Interface with District and school administration, staff, teachers, and communities within area of responsibility to ensure coordination of activities in consistent with District and schools’ goals and objectives
• Solicit and review proposals for external design and construction management services
• Make determination of demonstrated competence and qualifications of firms and recommend to supervisor
• Assure conformity of design with program requirements, time schedules, budget limitations, construction codes and District standards and criteria with emphasis on security, communications, technology and other special building systems
• Complete required documents with successful contractors
• Inspect work in progress
• Make technical determination of adequacy and compliance of construction with plans, specifications and contract conditions
• Recommend approval of completed projects
• Arrange for training personnel to operate and maintain finishes, equipment and system
• Coordinate occupancy with school calendar
• Evaluate performance under full occupancy conditions and make necessary adjustments
• Administer warranty work
• Develop standardized report format and prepare statistical, narrative, and technical reports including progress reports on status of work, completed projects, funds spent, goals met and justifications for overruns or goals not met

Organization Management
The project manager manages the administrative, fiscal, and facilities functions responsibly through activities such as the following:
• Apply recovery strategies for potential budget and schedule variances.
• Assist in preparing bids and proposals for construction projects
• Review and negotiate bids and proposals
• Recommend award of contracts
• Develop and review proposals, negotiate fees and request authorization for change orders
• Review and make recommendations on applications for payment related to construction
• Coordinate purchase and installation of furniture, fixtures and equipment.

 

 

Personnel Management
The project manager provides oversight and manages personnel through activities such as the following:
• Confer regularly with staff assigned to the project
• Supervise and direct staff assigned to this project
• Secure consultants and specialists such as; Architects, Engineers and Consultants
• Supervise and direct consultants, contractors, sub-contractors and suppliers

 

Communication and Community Relations
The project manager promotes a positive tone for school or community relations through activities such as the following:
• Respond appropriately to situations that could impair the teaching/learning process or could threaten safety and the wellbeing of students and staff.
• Inform staff, students, parents, and community leaders in the district project management plan.
• Communicate the district’s construction project plan to stakeholders.
• Develop partnerships with contractors, sub-contractors, engineers, corporations, and businesses.
• Provide/nurture for two-way communication channel with construction project staff.
• Project/foster a positive image to the community.

 

Qualities of an Effective Project Manager
The project manager exhibits qualities such as the following:
• Daily attendance and punctuality at work are essential functions of the job.
• Correct unsafe conditions in work area and report any conditions that are not correctable to appropriate person immediately.
• Shall comply with District policies, as well as state and federal laws and regulations.
• Shall comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards.
• Observe professional and ethical standards in accordance with generally accepted community standards and the Texas Education Agency code of ethics.

• Perform other duties as assigned by Executive Director of Construction Management Services.

 

Supervisory Responsibilities:
Supervise and evaluate the performance of Architects, Engineers, Consultants, Contractors, Sub-contractors and suppliers.

 

Equipment:
Computer, computer software programs and peripherals, calculator, multi-line telephone system scanner, printer, copier, fax and other equipment applicable to the position.

• Work in office environmental and construction site environment.
• Repetitive hand motions; walking, climbing, pulling, pushing, reaching, repetitive motion hand-wrist, elbow and working with heights.
• Significant hearing, speaking clearly, visual acuity near vision, peripheral vision, distinguishing colors, depth perception and driving.
• Prolonged sitting, standing and prolonged use of computer.
• Occasional lifting and carrying up to 15 lbs.
• Work prolonged, irregular and extended work hours to include holidays and weekends.
• May require prolonged use of computer, moderate standing, stooping, bending, and lifting
• Subject to dangers associated with construction sites.
• Occasional district wide and statewide travel.
• Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration.
• Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work alone, work around moving objects or vehicles, work on uneven surfaces.
