Description

Primary Purpose:

Under general supervision, maintain the flow and drainage of water, air, and other gases by assembling, installing, and repairing pipes, fittings, and plumbing fixtures districtwide. Maintain and provide for the safe condition and operation of all plumbing systems in district facilities, including managing backflow devices, gas pressure testing and all state mandated processes applicable to Del Valle ISD.

 

Minimum Qualifications of a Master Plumber:

 

Education/Certification:

  • High school diploma or GED equivalent (Recognized by the Texas Education Agency or regional accrediting agency)
  • Shall be subject to testing for use of alcohol or controlled substance that violate law or federal regulations
  • Must have a driving record that is acceptable according to minimum standards adopted by DPS
  • Candidate must have satisfactory outcome of fingerprinting background check.
  • Non-refundable fee (approximately $50.00) paid by employee.

 

Knowledge/Skills:

  • Ability to follow written and verbal instructions, along with effectively communicate with staff plans of actions
  • Ability to develop reports and submit electronic summaries for operational improvement, maintenance and repairs
  • Understanding of preventative maintenance and knowledge of routine maintenance and repair procedures for plumbing related fixtures, pipes, plumbing connections and related items
  • Ability to communicate effectively, verbally, written and develop training procedures for plumbing related fixtures, pipes, plumbing connections and related items
  • Ability to work independently and cooperatively with staff and contractors
  • Ability to lift a minimum of fifty (50) pounds
  • Complete updated information on all work orders daily
  • Follow District and department policies and procedures
  • Perform other duties as assigned related to the operation of Del Valle ISD

 

Experience:

  • Four (4) years of experience providing plumbing related services in a public utility, public education or related industry.

 

Major Responsibilities and Duties:

  • Assemble, install, maintain, and pressure test all pipes, fittings, and fixtures of heating, water, drainage, sprinkler, and gas systems according to specifications and plumbing codes.
  • Detect needed repairs on buildings, grounds, and equipment following established inspection procedures. Determine sources of plumbing malfunctions and complete repairs as indicated or according to work orders.
  • Install and repair pipes, fittings, valves, fixtures, and plumbing system equipment including sinks, commodes, and water heaters.
  • Install new plumbing fixtures including, but not limited to, sinks, commodes, urinals, faucets, drinking fountains, garbage disposals, domestic water heaters and related devices.
  • Select material and hardware and make time and materials estimates; maintain inventory of district-owned equipment; detect needed repairs on district buildings, structures and equipment.
  • Respond to emergency plumbing calls such as clogged drains, broken waterlines, frozen pipes, gas odors and possible gas leaks. Evaluate situations and take proper corrective action.
  • Inspect jobs upon completion and ensure projects and paperwork are completed and the work areas are clean.
  • Maintain preventive maintenance schedules and procedures for all plumbing systems.
  • Follow-up with District staff to ensure quality and service of work performed and minimize classroom interruptions related to plumbing equipment failures.

Organization Management

 

The operations foreman manages administrative, fiscal, and facilities functions responsibly through activities such as the following:

 

  • Assesses equipment, materials and labor needed to complete large and/or complex maintenance tasks for the purpose of ensuring that maintenance activities meet district standards and resolve defined issue(s) while reducing wasted resources.
  • Assists in the selection of training and in-service programs for maintenance staff for the purpose of conveying information and ensuring that maintenance employees gain and maintain a thorough understanding of safety regulations and providing guidance on department and District policies/procedures.
  • Collaborates with others (e.g. district administrators, district personnel, contractors, vendors, etc.) for the purpose of implementing and maintaining services and/or programs.
  • Coordinates the services and activities of outside contractors as assigned for the purpose of ensuring that contracted work is completed in a safe, effective and timely manner that it meets District standards and objectives.

 

 

Organization Improvement

The operations foreman promotes efforts to improve the school or organization through activities such as the following:

 

  • Maintains a variety of manual and electronic files and/or records for the purpose of providing up-to-date reference and complying with regulatory requirements and established guidelines.
  • Maintains assigned District tools, equipment, machinery and vehicle(s) for the purpose of ensuring their availability as needed to meet assigned maintenance objectives.
  • Maintains parts and equipment inventory as needed for the purpose of ensuring the availability of items needed to perform maintenance and repair at assigned site(s).
  • Performs a wide variety of skilled (and sometimes complex) maintenance activities for the purpose of ensuring that maintenance issues are resolved and projects are completed in a safe, effective and timely manner.
  • Prepares a variety of program-mandated documents and reports for the purpose of documenting activities and complying with district and/or legal requirements.
  • Prioritizes and assigns work orders to site-based skilled maintenance staff for the purpose of ensuring that District locations are maintained in a safe working / learning environment within budget and meeting District guidelines.
  • Complete repairs as requested on work orders or by maintenance supervisors.

 

Communication and Community Relations

The operations foreman promotes a positive tone for school or community relations through activities such as the following:

 

  • Establish and maintain open communication with DVISD staff.
  • Use effective communication skills to present information accurately and clearly.
  • Carry out customer service expectations set by the Department of Maintenance and the district.

The operations foreman provides leadership in professional growth and development through activities such as the following:

 

  • Attend training and orientation to improve job skills.
  • Attend meetings and professional development as required, along with maintaining state level masters licenses

Supervisory Responsibilities: Supervises general maintenance techs as assigned for project or job specific services.

Mental Demands/Physical Demands/Environmental Factors:

Tools/Equipment Used: Plumbing tools and equipment including pipe bender, propane torch; hand tools; power tools; light truck or van, trailer, pressure washer, grinder, ladder, pipe threader, plumbing snake, and related plumbing tools.

Posture: Frequent standing, kneeling/squatting, bending/stooping, pushing/pulling, and twisting; work in tiring and uncomfortable positions including climbing, crawling and working in confined spaces.

Motion: Frequent walking, climbing stairs/ladders/scaffolding, grasping/squeezing, wrist flexion/extension, and overhead reaching; frequent driving

Lifting: Heavy lifting and carrying (50 pounds and over) on a daily basis

Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, toxic chemicals and fumes, noise, vibration, and electrical hazards; work around gas lines; work around machinery with moving parts; may work in tight or enclosed spaces; may work alone; regularly work irregular hours; occasional prolonged hours; frequent districtwide travel
