Description | Primary Purpose:
To assure the completion of activities which promote and maintain the successful compliance and accountability for the campus with regards to federal, state, and district wide assessment as a supportive component of instruction for all students; and, serve as a support system to all staff in the maintenance of valid and reliable data for the campus and district in the promotion of data informed decision making; coordinates and provides leadership for Language Proficiency Assessment Committee.
Minimum Qualifications:
Education/Certification:
Valid Texas teaching certificate
Endorsement for grade level assigned preferred
Bilingual certification or ESL Endorsement (must be obtained within first year of employment)
Experience/Knowledge/Skills:
Strong technology skills including the ability to use Excel spreadsheets
General knowledge of curriculum and instruction
Strong organizational, communication, and interpersonal skills
Work collaboratively, as well as independently
Protect and maintain security of testing materials
Working knowledge of Bilingual/ESL curriculum and instruction

Experience:

Instructional Management
The testing coordinator promotes improvement of instruction through activities such as the following:
- Support and monitor instructional initiatives for designated content areas.
- Assist campus administration to identify instructional needs and trends by population, student, teacher, grade level and content area for continuous improvement of instruction campus-wide.
- Gather input from core teachers.
- Schedule, prepare and conduct LPAC meetings to document recommend services for students.
- Make appropriate recommendations for students in need of additional services.
- Participate in and serve as a resource for curriculum planning.
- Participate in test administrator training for all assessment programs, and serve as a resource for assessments related to ELL students.
- Assist with coordination of assessments and services related to ELL students.
Organization Climate
The testing coordinator fosters positive school morale through activities such as the following:
- Serve as a positive role model for assessment and the benefits of testing as they relate to instructional planning.
- Keep all teachers and grade levels informed of the state and district testing calendars for maximized planning purposes.
Organization Improvement
The testing coordinator promotes efforts to improve the school or organization through activities such as the following:
- Serve as the primary coordinator for all high stakes level testing including TAKS, STAAR, TELPAS, NAEP exams and any campus, district, state or federal tests that become mandatory during the course of the school year.
- Set up Inventories and develop answer keys as needed for the campus.
- Prepare for both administration and scanning of district and campus assessments, DIEBELS, TMSFA, ESTAR, MSTAR, Total Reader within the window that is posted on the district testing calendar.
- Work with the registrar to ensure that data verification is completed as students enter and withdraw from the campus.
- Ensure that TAKS, STAAR and TELPAS records are placed correctly into student cumulative folders in a timely fashion.
- Serve as a primary establisher of test security systems and ethical assessment for the building.
- Keep constant, thorough accurate data on all training activities provided which relate directly to testing/assessment.
- Ensure security of all passwords, testing sites, testing materials, cabinets, etc.
- Maintain all respective perspectives following FERPA for the protection of students and unmasked data.
- Provide routine and requested data for campus planning purposes, including reports to CAT and DAT after every district and state assessment.
- Assist the campus administration with Grade Placement Committee activities for the Student Success Initiative (SSI) grades 5th or 8th, as needed.
- Organize campus test sites, testing administrators, support and relief staff to mimic the TAKS/STAAR test during district mock testing, with a strong focus on compliance with procedural expectations and active monitoring.
- Coordinate with Registrar’s office to ensure appropriate screening and placement of new students.
- Coordinate mid-year/end of year LPACs to determine appropriate testing status on each student identified as LEP.
- Coordinate and document regular monitoring of ELL students recently dismissed from LEP status.
- Attend ARD meetings and work collaboratively with ARD committees for students identified as LEP/ESL.
- Work collaboratively with counselors and be knowledgeable about four-year planning process and scheduling needs of students identified as LEP.
- Work collaboratively with administrators and teacher on professional development for instructional improvement and program continuity.
- Assist with the evaluation of the ESL program and work effectively to address those needs.
Communication and Community Relations
The testing coordinator promotes a positive tone for school or community relations through activities such as the following:
- Ensure all campus staff and parents know the accountability system.
- Collaborate with campus building test coordinator administrator designee on all broadcast emails.
- Ensure that all changes to the testing program are communicated with the campus building test coordinator administrator designee then to the Department of Curriculum and Instruction exclusively through the campus principal.
- Follow chain-of-command, alerting your campus building test coordinator administrator designee and principal in all cases of questionable testing conditions prior to having principal or designee contact District Testing Coordinator.
- Respond to requests for records from other campuses and districts.
- Recruit and train parent(s) to serve on LPAC.
- Communicate testing status to teachers, students and testing coordinator.
Personnel Relations/Management
The testing coordinator manages personnel effectively through activities such as the following:
- Collaborate with campus building test coordinator administrator designee on all concerns and resolutions as a first step.
- Coordinate with campus administrator and the Department of Special Education to ensure accuracy in the special education data bases.
- Coordinate with district office staff for the collection of testing data including: DIBELS, TMSFA, ESTAR, MSTAR, Total Reader, within the window that is posted on the district testing calendar.
- Work closely with 504, dyslexia and Special Education staff to maximize inclusion classes and tutoring instruction building-wide, based on data driven components; maintain records to monitor the testing requirements of Special Education students; make arrangements for special settings and accommodations required to meet ARD requirements for each Special Education student which will impact assessment planning.
- Collaborate with Disciplinary Alternative Education Program (DAEP) staff to ensure accuracy and support in preparation for testing including campus, district, TAKS, STAAR, TELPAS, DIBELS, TMSFA, ESTAR, MSTAR, Total Reader assessments.
- Collaborate with campus LPAC and technology coordinators to prepare TELPAS for on-line testing procedures.
- Collaborate with technology coordinator in the preparation of Proctor Cache activities for on-line testing and setting up testing sessions.
- Identify other members of campus LPAC.
- Coordinate LPAC training of other campus members.
Organization Management
The testing coordinator manages administrative, fiscal, and facilities functions responsibly through activities such as the following:
- Comply with all state requirements for high stakes testing as they emerge.
- Pick up and return materials to the Department of Curriculum and Instruction when required.
- Maintain “clean” data sets pertaining to all aspects of coding used for subpopulations and curricular services.
- Create data reports and visuals for campus administrators, department chairs/grade level leaders, PLC leads, CAT, DAT, data teams and others.
- Manage assessment activities for the building through the Eduphoria software system.
- Prepare student answer documents including printing answer sheets and sorting them into test sites.
- Ensure all students receive all appropriate accommodations, modifications.
- Secure test documents for instructional staff.
- Maintain responsibility for the collections of answer documents for scanning into Eduphoria for all district testing.
- Verify correct accommodations/modifications with content, Special Education and LEP students.
- Adhere to all district set state testing windows.
- Retain all archived records in a clearly marked system for your building according to state and district given time requirements.
- Conduct language screenings of new enrollees.
- Make initial placement recommendations to counselor.
- Secure records from previous schools.
- Distribute, track and receive parent permission for ESL services; follow up as needed.
- Complete appropriate documentation, including documentation of Insufficient Schooling and Lack of Progress by spring, and Linguistic Interventions & Accommodations with input from teachers.
- Ensure appropriate documentation is in ELL folder for each student.
- Conduct language screenings as appropriate.
- Update student status in student information system, complete paperwork and file appropriately with Registrar’s office.
- Submit annual reports as requested to district personnel.
- Use technology-rich data to collect, organize, and visualize assessment data to determine the extent to which ELL students are achieving state and federal standards.
Professional Growth and Development
The testing coordinator provides leadership in professional growth and development through activities such as the following:
- Participate in national and state level organizations to stay abreast of latest research and best practices.
- Attend professional development opportunities related to designated subject area.
- Read, synthesize, and disseminate research and information related to best practices from books, journals, list serves, websites, and other media formats.
- Teach updates for state and federal requirements to campus staff.
- Carry out professional development activities and training of campus testing administrators.
- Train staff and adhere to all FERPA expectations per guidelines.
- Attend all Building Test Coordinator (BTC) meetings, orientations and updates.
- Attend all required professional development activities that are required for standard teachers.
- Attend annual LPAC training and serve as chairperson of Language Proficiency Assessment Committee (LPAC).
- Participate in and maintain current training for LPAC and all relative screening and assessment tools (WMLS, STAAR-L, TELPAS, etc.).
- Stay current in areas of ELL instructional innovations and educational research and disseminate information to appropriate staff members.

- Daily attendance and punctuality at work are essential functions of the job.
- Keep informed of and comply with state, District, and school regulations and policies for classroom teachers.
- Compile, maintain, and file reports, records, and other documents required.
- Attend and participate in faculty meetings and serve on staff committees as required.

- Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration.
- Occasional exposure to: biological hazards (communicable diseases, bacteria, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
