Description

Primary Purpose

Direct, manage, and coordinate daily operations of the department; provide technical support and legal guidance to campus administrators and department supervisors; work collaboratively with campus administrators and department supervisors to effectively manage the staffing needs of the district.

  

Minimum Qualifications

Education/Certification:             

Texas Administrator/Principal Certification and/or five (5) years' related experience working with public education entities or in education 

Certified Texas Teacher Evaluation and Support System (T-TESS) appraiser (or obtain within 90 days)

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee.

 

Required Experience:

Minimum three (3) years’ leadership experience in a supervisory role

 

Knowledge/Skills

Knowledge of selection, training, and supervision of personnel

Knowledge of wage and salary, benefits and performance appraisal

Knowledge of certification, school employment law, and hearings

Knowledge of state and federal grant programs

Ability to implement policy and procedures

Ability to interpret data

Ability to maintain high level of confidentiality

Ability to work collaboratively with district and campus personnel

Strong communication, public relations, and interpersonal skills

Professionalism

The Educators' Code of Ethics is set forth in Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community.

Personnel Management

The director provides oversight and manages personnel through activities such as the following:

  • Coordinate screening interviews with potential candidates to ensure quality hires for the District.
  • Review background checks on applicants offered a position and make sound decisions of employment eligibility.
  • Management of certification and licensing information on District personnel to maintain highly qualified status.
  • Management of Texas fingerprinting requirements and maintenance of records in response to SB9.
  • Review, calculate, and recommended determination of salary for all new hires.
  • Conduct internal investigations for professional, paraprofessional and auxiliary staff; gather information and feedback from Assistant Superintendent of Human Resources and Student Support Services as needed.
  • Monitor employee attendance patterns.
  • Mediation of personnel concerns.
  • Serve as hearing officer for Level 1 Grievances filed by district employees against supervisors.
  • Serve as the district representative for mediation hearings.

Organization Management

The director manages administrative, fiscal, and facilities functions responsibly through activities such as the following:

  • Supervise personnel records management.
  • Manage the procedures for the preparation, development, and revision of job descriptions including the accurate classification of positions in the district aligned with the district compensation plan.
  • Work collaboratively with all department and campus supervisors/staff to ensure the effective management of all state and federal grant funds.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents.
  • Coordinate with the Department of Curriculum and Instruction in the coordination and implementation of the Summer School Program.
  • Maintain a system to collect and analyze statistical data relative to applicant / candidate flow and the employment of all personnel including substitutes.

Organization Improvement

The director promotes leadership in efforts to improve the school or organization through activities such as the following:

  • Collaborate with campuses and departments in recruiting highly qualified candidates to fill all district vacancies.
  • Management of planning, evaluating, and administering the equal employment opportunity provisions.
  • Ensure that department operations contribute to the attainment of district goals and objectives.
  • Develop projections for staffing needs.
  • Develop marketing strategies for the Human Resources Department.

Communication and Community Relations

The director promotes a positive tone for school or community relations through activities such as the following:

  • Manage preparation of reports and presentations on the status of district staffing.
  • Work collaboratively with educational institutions and alternative certification entities to recruit highly qualified candidates to the district.
  • Serve as the district resource person to administrators and employees on certification and ESSA compliance issues.
  • Provide weekly updates related to Human Resources.
  • Promote collegiality, teamwork, and collaborative decision making among staff.
  • Project/foster a positive image to the community.

Professional Growth and Development

The director provides leadership in professional growth and development through activities such as the following:

  • Design systems for ongoing improvement within the Department of Human Resources.
  • Assist with planning and providing staff development for new and veteran substitute teachers.
  • Stay current in all areas of human resource management.
  • Pursue/participate in professional development activities in the areas of Human Resources.
  • Read, synthesize, and disseminate research and information related to best practices from books, journals, listservs, Websites, and other media formats.

Qualities of an Effective Director

The director exhibits the following qualities: 

  • Daily attendance and punctuality at work are essential functions of the job.
  • Correct unsafe conditions in work area and report any conditions that are not correctable to appropriate person immediately.
  • Comply with district and campus policies and procedures, as well as state and federal laws and regulations.
  • Comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards.
  • Demonstrate a high level of personal integrity, a collaborative leadership style, and high ethical standards.
  • Keep informed of and comply with state, district, and campus policies affecting schools.
  • Compile, maintain and file all reports, records, and other required documents.
  • Maintain confidentiality.
  • Perform other duties as assigned.

Supervisory Responsibilities

Management and supervision of all staff in the Department of Human Resources.

 

Equipment:

Personal computer, computer software programs and peripherals, printer, scanner, copier, fax machine, shredder, calculator, and telephone.

 

Working Conditions

Mental Demands/Physical Demands/Environmental Factors: 

  • Maintain emotional control under stress.
  • Work with frequent interruptions.
  • Work irregular hours and extended work hours to include holidays and weekends.
  • Frequent walking, standing, stooping, bending, pulling and pushing.
  • Occasional light lifting and carrying (15-44 pounds). 
  • Frequent district wide travel and occasional travel outside district and statewide.
  • Use computer for prolonged period resulting in repetitive hand motion.
  • Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration.
  • Occasional exposure to: biological hazards (communicable diseases, bacteria, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces.
