Primary Purpose:
The Special Education Data Management Specialist manages student database information database systems, provides instruction and statistical reports for special education records. The specialist is responsible for maintaining special education records, analyzing data, and submitting state reports.
Minimum Qualifications:
Education/Certification
High School diploma or GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency)
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50) paid by employee.
Required Experience:
Minimum of three (3) years’ data management experience
Knowledge/Skills:
Ability to perform basic math calculations
Ability to review and interpret technical information
Ability to gather, collate and classify data
Ability to compose a variety of documents
Ability to facilitate group discussions
Knowledge of and ability to use district and Special Education databases

Data Management
The specialist assists with fostering analytical and collaborative environment activities such as the following:
- eSped system district administrator: maintain eSped system use for all special education and 504 students, data entry, updates, creating and maintaining employee roles and access.
- Input data into student information system for the purpose of ensuring accuracy of data.
- Maintain Residential Tracker database of student information for state reporting to the Texas Education Agency.
- Verify TEA PIEMS submissions 1, 3 and 4 for district reporting and ADA code accuracy on EE and PK grade levels.
- Maintain a variety of manual and electronic files and/or records for the purpose of providing up-to-date references and compliance with regulatory requirements and established guidelines.
- Update archive manager and e-archive on a weekly basis to ensure the appropriate categorization of student documents.
- Receive special transportation requests verify the student’s data and forward requests to the transportation department.
- Track students to ensure they are receiving transportation and the appropriate staff is notified when the service is no longer required.
- Receive, verify accuracy, and enter all Special Education PEIMS data into the district’s PEIMS system.
- Ensure PEIMS data is received in a timely manner to maintain compliance and accurate reporting.
- Verify, correct and submit nine week PEIMS reports to the Director of Special Education and Principals for signature and verification prior to forwarding to the PEIMS department.
- Register and withdraw students that live in Del Valle, but attend TSD, TSBVI, and RDSPD sites.
Organization Management
The specialist manages administrative, fiscal, and facilities functions responsibly through activities such as the following:
- Prepare and submit approved correspondence for the Director of Special Education.
- Work with the Director of Special Education on legal compliance issues (pulling and reviewing student files, collecting records from campuses, report findings during meetings, creates timelines and take notes during meetings).
- Assist in coordination of a variety of programs and/or activities for the purpose of ensuring compliance with established guidelines.
- Participate/facilitate in meetings and workshops for the purpose of communicating student information system. capabilities and/or accommodating district goals.
- Compile, maintain and file all reports, records and other required documents.
- Perform other duties as assigned by the Director of Special Education.
Communication and Community Relations
The specialist promotes a positive tone for school or community relations through activities such as the following:
- Provide monthly reports to the Director of Special Education on caseloads and referrals.
- Serve as the liaison for technical support and updates between the district, eSped, the campus staff, and the Special Education Department.
- Collaborate with other special education team members to ensure compliance across all special education specialty areas.
- Notify campuses of absences from duty of the Special Education Department staff.
- Create and distribute PEIMS reports to staff, administrators, and central office.
- Respond appropriately to inquiries from a variety of internal and external sources for the purpose of providing information, facilitating communication among parties and/or providing direction.
Professional Growth and Development
The specialist provides leadership in professional growth and development through activities such as the following:
- Crosstrain on Medicaid and SHARS with administrative support staff.
- Provide professional development to the Special Education Department and campuses on eSped, Transportation, PEIMS, entry and withdrawals.
- Present information on a variety of topics for the purpose of communicating information and/or gaining feedback and providing staff development for certified and classified special education and non-special education staff.
- Train district and site staff on the use of student information systems for the purpose of ensuring proper and efficient use of system.
- Participate in all meetings, special events, and professional development opportunities to improve job-related skills.
