Primary Purpose:
The Director will oversee effective implementation of the Bilingual/English as a Second Language Program, develop instructional framework responsive to Del Valle ISD English Language Learners, ensure compliance with state and federal laws, provide instructional leadership, and develop and institute a professional development plan to ensure high standards of instructional service to limited English proficient students.
Minimum Qualifications:
Education/Certification:
Master’s degree from an accredited university with a major in assigned subject or closely related field
Texas Principal or Mid-Management Certification
Valid Texas Teacher certification with Bilingual/ESL Endorsement
Certified Texas Teacher Evaluation and Support System (T-TESS) appraiser (or obtain within 90 days)
Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by employee.
Knowledge/Skills:
Working knowledge of Bilingual/ESL curriculum and instruction
Knowledge of effective instructional strategies for LEP students
Knowledge of concepts regarding the nature of language acquisition
Able to communicate fluently in English and Spanish
Strong management, communication, and interpersonal skills
Experience:
A minimum of three (3) years’ experience as a Bilingual/ESL classroom teacher
A minimum of three (3) years’ administrative and leadership experience

Instructional Management
The director promotes improvement of instruction through activities such as the following:
- Work collaboratively with administrators and teachers for instructional improvement and program continuity.
- Develop assessment and monitoring plan for English Language Learners (ELL) students.
- Provide materials and other resources to Bilingual/ESL teachers, as well as content area teachers.
- Provide instructional management assistance in content and methodology to Bilingual/ESL teachers.
- Participate in and serve as a resource for curriculum planning and provide demonstration lessons as needed.
Organization Improvement
The director promotes leadership in efforts to improve the school or organization through activities such as the following:
- Develop, monitor, and evaluate the Bilingual/ESL program.
- Assess needs of the Bilingual/ESL program and work effectively to address those needs.
- Develop systems to support the implementation of Bilingual/ESL programs.
- Collaborate with core content coordinators and directors on curriculum, instruction and assessment.
- Coordinate with the Data and Assessment Team to develop and monitor Language Proficiency Assessment Committee. (LPAC) at each campus with duties, trainings, and documentation.
Communication and Community Relations
The director promotes a positive tone for school or community relations through activities such as the following:
- Prepare reports and presentations on student performance data, program expectations, etc. for diverse stakeholders.
- Assemble feedback committees to guide continuous improvement of Bilingual/ESL programs.
- Develop systems for communicating program goals and objectives.
- Serve as liaison between school and community in the area of Bilingual/ESL education
- Coordinate training information sessions for parents of students in the areas Bilingual/ESL education to help support their children in language acquisition and academic progress.
- Coordinate with RTI, Special Education, and English Language Learner personnel to support research-based practices in the designated subject area across all classrooms.
Organization Management
The director manages administrative, fiscal, and facilities functions responsibly through activities such as the following:
- Develop and coordinate district and campus student assessments involving English Language Learners.
- Develop implementation rubrics to assist with program improvement.
- Design systems for ongoing coaching and support for teachers.
- Develop systems for communicating program goals and objectives.
- Revise the Bilingual/ESL manual as needed.
- Prepare reports and presentations on student performance data, program expectations, etc. for diverse stakeholders.Assemble feedback committees to guide continuous improvement of the Bilingual/ESL programs.
Professional Growth and Development
The director provides leadership in professional growth and development through activities such as the following:
- Develop and deliver research-based professional development aligned to District goals and initiatives.
- Develop and deliver professional development to optimize administrative support for the Bilingual/ESL Program.
- Pursue professional development activities; participates and/or present at professional conferences in the areas of Bilingual/ESL education as approved by supervisor
- Stay current in areas of instructional innovations, educational research and disseminate information to Bilingual/ESL staff members.
- Plan and provide staff development for teachers, administrators, and staff in the designed subject area.
- Organize and manage professional development by outside entities, including university projects, regional service providers, and vendors.
- Disseminate information regarding current research and significant developments on the state and national service providers, and vendors.
- Disseminate specific lesson ideas with related materials to be implemented across classrooms.
- Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation.
- Demonstrate effective instructional practices with students in the classroom.
- Meet with teachers and administrators regularly to examine data, discuss instruction, and provide feedback related to in-class observations.
- Meet with identified teachers in the designated subject area to provide intensive training and support.
- Participate in national and state level organizations to stay abreast of latest research and best practice.
- Read synthesize, and disseminate research and information related to best practices from books, journals, list-serve, Websites, and other media formats.
