Description

Primary Purpose:

Provide leadership to direct and implement district-wide efforts to improve student achievement and promote excellence in educational programs to meet and exceed state and federal accountability standards.  Work with central office and campus administrative teams to develop and implement coordinated efforts to align curriculum, instruction, assessment, and accountability.  Provide leadership, support, and compliance oversight for the district’s PEIMS department, accountability, continuous improvement process, Career & Technical Education, Advanced Academics, Special Education, and MTSS program.

 

Minimum Education/Certification:

Qualifications:

Master’s degree from accredited university

Texas Principal or Mid-Management Certification

Candidate must have satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50.00) paid by the employee. 

 

Special Knowledge/Skills:

  • Excellent communication skills, both oral and written
  • Excellent organization and management skills as well as the ability to explain complex operational systems, meet demanding time deadlines, and use technology.
  • Knowledge of state and federal assessment and accountability systems (including STAAR, TELPAS, TAPR, PBM, RDA) and data desegregation designed to identify root causes and evaluate student academic needs
  • Knowledge of the principles of the School Improvement initiatives and Accountability policies and regulations
  • Expertise and experience in instruction, assessment and accountability systems in order to provide qualitative and quantitative data that inform the board, the superintendent, and all other staff regarding the extent to which all students in the district achieve academic standards at high performance levels
  • Knowledge of best practices for Special Education and MTSS systems

Experience:

Minimum 2 years of central office experience in a leadership role

3 years of Administration experience with a demonstrated track record of accountability improvement

 

Major Responsibilities and Duties:

Professionalism 

The Educators' Code of Ethics is set forth in Texas Administrative Code to provide rules for standard practices and ethical conduct toward students, professional colleagues, school officials, parents, and members of the community.

Instruction and Program Management

The administrator assists with promoting a vigorously and supportive academic environment through activities such as the following: 

  • Use technology-rich data to collect, organize, and visualize assessment data to determine the extent to which all students at all levels are achieving state and federal standards
  • Provide instructional management assistance in content and methodology to directors/coordinators/specialists
  • Provide targeted support to schools to enhance student achievement and overall performance
  • Provide professional development to principals and other campus leaders in how to effectively use student achievement and other data to support school improvement initiatives and to meet compliance requirements
  • Coordinate with academic leaders and coordinators to plan, implement, and evaluate instructional programs with principals
  • Implement and review Campus Improvement Plans (CIP) or Targeted Improvement Plans (TIP) and ensure adherence to district and state regulations focusing on academic performance and overall school quality and monitoring and evaluating the progress of schools under improvement plans, making necessary adjustments to strategies based on performance data
  • Participate in the district-wide decision-making process to establish and review the district’s goals and objectives.
  • Collaborate with schools to design and apply effective interventions, adjusting strategies as necessary to address challenges.
  • Provide leadership, support, and compliance oversight for the district’s Special Education and MTSS programs.
  • Provide strategic oversight and leadership in the development, implementation, and evaluation of College, Career, and Military Readiness (CCMR) initiatives to ensure students are prepared for post-secondary success. Collaborate with campus administrators, counselors, and program coordinators to enhance CCMR opportunities and outcomes across the district.
  • Work independently and actively initiate and provide follow through on all phases of work projects.

Accountability 

The administrator assists with ensuring a compliant and responsive organization through activities such as the following: 

  • Provide regular reports to the school board relating to accountability, as required by law or requested by the superintendent/assistant superintendent (including the annual presentation of district and campus ratings and the statutorily required public hearing on student performance)
  • Coordinate all district activities relating to or required by any of the state and federal accountability systems applicable to districts, including TAPR, PBM, RDA, & TELPAS
  • Coordinate compliance action plans and reports with core analysis teams through the process of analyzing program data, evaluating instructional implications, identifying potential areas of concern and developing and implementing continuous improvement plans designed to address areas of concern and promote student achievement and excellence
  • Meet regularly with district instructional teams to provide training and updates on assessment and accountability and to explore implications for instruction.
  • Prepare current and historical reports to show trends in student learning and achievement for all assessments.

Assessment

The administrator promotes improvement of instruction by assisting with activities such as the following: 

  • Oversee and implement all aspects of the state assessment system
  • Oversee district-wide training for state assessment, including all campus test coordinators, campus administrators and district administrators
  • Assist in the development and implementation of the district assessment program
  • Utilize data disaggregation software to analyze and provide comprehensive, summary, and visual data reports designed to provide timely information to campus and district leadership teams regarding student performance
  • Conference with principals, curriculum directors, coordinators/specialist, grade-level/department leaders, and teachers regarding assessment results

Data Management

The administrator assists with fostering analytical and collaborative environment activities such as the following: 

  • Assist district staff in working with student assessment data, Eduphoria, Skyward, and other software applications used by the district.
  • Respond promptly to all internal data requests and ad hoc research projects for district and campus administrators
  • Develop data dashboards and tracking to ensure progress monitoring towards all accountability domains, including CCMR dashboards and EL Progress Measure.
  • Oversee the PEIMS department, ensuring accuracy of PEIMS coding and its impact on accountability.

Organization Improvement

The administrator promotes leadership in efforts to improve the school or organization through activities such as the following: 

  • Collaborate in the development and articulation of a common vision of improvement
  • Oversee the continuous improvement process, including Targeted Improvement Plans, Campus Improvement Plans, and the District Improvement Plan
  • Coach principals and administrative teams on the continuous improvement process, yielding improvement in campus and district accountability ratings.

Communication and Community Relations

The administrator promotes a positive tone for school or community relations through activities such as the following: 

  • Attend assessment and accountability conferences and trainings and present key concepts, ideas and suggestions to district and campus staff
  • Foster collaborative educational efforts among members of the total school community
  • Seek support for school programs; and involving himself or herself in community activities that foster rapport between the school district and the larger community

Professional Growth and Development

The administrator provides leadership in professional growth and development through activities such as the following: 

  • Facilitate professional development for school staff focused on school improvement and MTSS implementation
  • Participate in professional organizations and take the initiative to develop needed professional skills appropriate to job assignment
  • Participate actively in professional associations 
  • Conduct himself or herself in an ethical and professional manner
  • Disseminate ideas and information to other professionals
  • Seek and using evaluative information for improvement of performance

Qualities of Effective Administrators:

  • Demonstrate a high level of personal integrity, a collaborative leadership style and high ethical standards
  • Keep informed of and comply with state, district, and campus policies affecting schools, including UIL rules, daily attendance, punctuality and confidentiality
  • Compile, maintain and file all reports, records and other required documents
  • Comply with the Code of Ethics for Texas Educators
  • Daily attendance and punctuality at work are essential functions of this position

Supervisory Responsibilities:

  •  Supervise assigned personnel

Equipment:

Computer, computer software programs and peripherals, teacher resource materials and equipment, printer, copier, fax and other equipment applicant to position

 

Environmental Factors:

Frequent exposure to: temperature extremes (hot and cold), humidity extremes, noise, low or intense illumination vibration. Occasional exposure to: biological hazards (communicable diseases, bacteria, insects, mold, fungi, etc.), work outside, work around moving objects or vehicles, work on uneven surfaces

 

Physical & Mental Demands:

  • Maintain emotional control under stress
  • Work with frequent interruptions
  • Work irregular and extended work hours to include holidays and weekends
  • Frequent walking, standing, stooping, bending, pulling and pushing
  • Occasional: Lifting and carrying 15-44 pounds frequently, 25-40 pounds occasionally, more than 45 pounds infrequently with assistance; Pushing /Pulling 10-35 pounds sporadically
  • May be required under specific circumstances to provide physical restraint of students in danger of causing harm to themselves or others
  • Occasional district wide and statewide travel
  • Use computer for prolonged period resulting in repetitive hand motions
