Primary Purpose:

Assures the completion of activities which promote and maintain the successful compliance and accountability for the campus with regards to federal, state, and district wide assessment as a supportive component of instruction for all students; and, serves as a support system to all staff in the maintenance of valid and reliable data for the campus and district in the promotion of data informed decision making; coordinates and provides leadership for Language Proficiency Assessment Committee.

 

Minimum Qualifications:

Education/Certification:               

Valid Texas teaching certificate

Endorsement for grade level assigned preferred

Bilingual certification or ESL Endorsement (must be obtained within first year of employment)

 

Required Experience:

Two (2) years’ experience with testing

LPAC training

 

Knowledge/Skills:

Strong technology skills including the ability to use Excel spreadsheets

General knowledge of curriculum and instruction

Strong organizational, communication, and interpersonal skills

Work collaboratively, as well as independently

Protect and maintain security of testing materials

Working knowledge of Bilingual/ESL curriculum and instruction

Knowledge of effective instructional strategies for LEP students

Knowledge of concepts regarding the nature of language acquisition

Understanding of federal, state and local assessment and accountability systems

 

Major Responsibilities and Duties:

Professionalism

Instructional Management

The testing coordinator promotes improvement of instruction through activities such as the following: 

  • Supports and monitors instructional initiatives for designated content areas.
  • Assists campus administration to identify instructional needs and trends by population, student, teacher, grade level and content area for continuous improvement of instruction campus-wide.
  • Gathers input from core teachers.
  • Assists when necessary, with scheduling, preparing and conducting LPAC meetings to document recommend services for students.
  • Makes appropriate recommendations for students in need of additional services.
  • Participates in and serve as a resource for curriculum planning.
  • Participates in test administrator training for all assessment programs, and serve as an additional resource for assessments related to ELL students.
  • Assists, when necessary, with the coordination of assessments and services related to ELL students. 

Organization Climate

The testing coordinator fosters positive school morale through activities such as the following: 

  • Serves as a positive role model for assessment and the benefits of testing as they relate to instructional planning.
  • Keeps all teachers and grade levels informed of the state and district testing calendars for maximized planning purposes. 

Organization Improvement

The testing coordinator promotes efforts to improve the school or organization through activities such as the following: 

  • Serves as the primary coordinator for all high stakes level testing including TAKS, STAAR, TELPAS, NAEP exams and any campus, district, state or federal tests that become mandatory during the course of the school year.
  • Set ups Inventories and develop answer keys as needed for the campus.
  • Prepares for both administration and scanning of district and campus assessments within the window that is posted on the district testing calendar.
  • Works with the registrar to ensure that data verification is completed as students enter and withdraw from the campus.
  • Ensures that TAKS, STAAR and TELPAS records are placed correctly into student cumulative folders in a timely fashion.
  • Serves as a primary establisher of test security systems and ethical assessment for the building.
  • Keeps constant, thorough accurate data on all training activities provided which relate directly to testing/assessment.
  • Ensures security of all passwords, testing sites, testing materials, cabinets, etc.
  • Maintains all respective perspectives following FERPA for the protection of students and unmasked data.
  • Provides routine and requested data for campus planning purposes, including reports to CAT and DAT after every district and state assessment.
  • Organizes campus test sites, testing administrators, support and relief staff to mimic the TAKS/STAAR test during district mock testing, with a strong focus on compliance with procedural expectations and active monitoring.
  • Coordinates with Registrar’s office to ensure appropriate screening and placement of new students.
  • Assists when necessary, with the coordination of mid-year/end of year LPACs to determine appropriate testing status on each student identified as LEP.
  • Coordinates and documents regular monitoring of ELL students recently dismissed from LEP status.
  • Attends ARD meetings and work collaboratively with ARD committees for students identified as LEP/ESL.
  • Works collaboratively with counselors and be knowledgeable about four-year planning process and scheduling needs of students identified as LEP.
  • Works collaboratively with administrators and teacher on professional development for instructional improvement and program continuity.
  • Assists with the evaluation of the ESL program and work effectively to address those needs. 

Communication and Community Relations

The testing coordinator promotes a positive tone for school or community relations through activities such as the following: 

  • Ensures all campus staff and parents know the accountability system.
  • Collaborates with campus building test coordinator administrator designee on all broadcast emails.
  • Ensures that all changes to the testing program are communicated with the campus building test coordinator administrator designee then to the Department of Curriculum and Instruction exclusively through the campus principal.
  • Follows chain-of-command, alerting your campus building test coordinator administrator designee and principal in all cases of questionable testing conditions prior to having principal or designee contact District Testing Coordinator.
  • Responds to requests for records from other campuses and districts.
  • Assists, when necessary, recruiting and training parent(s) to serve on LPAC.
  • Communicates testing status to teachers, students and testing coordinator. 

Personnel Relations/Management

The testing coordinator manages personnel effectively through activities such as the following: 

  • Collaborates with campus building test coordinator administrator designee on all concerns and resolutions as a first step.  
  • Coordinates with campus administrator and the Department of Special Education to ensure accuracy in the special education databases.
  • Coordinates with district office staff for the collection of testing data including within the window that is posted on the district testing calendar.
  • Works closely with 504, dyslexia and Special Education staff to maximize inclusion classes and tutoring instruction building-wide, based on data driven components; maintains records to monitor the testing requirements of Special Education students; makes arrangements for special settings and accommodations required to meet ARD requirements for each Special Education student which will impact assessment planning.
  • Collaborates with Disciplinary Alternative Education Program (DAEP) staff to ensure accuracy and support in preparation for testing including campus, district, TAKS and STAAR assessments.
  • Assists, when necessary, with the collaboration with campus LPAC and technology coordinators to prepare TELPAS for on-line testing procedures.
  • Collaborates with technology coordinator in the preparation of Proctor Cache activities for on-line testing and setting up testing sessions.
  • Assists, when necessary, with identifying other members of campus LPAC.
  • Assists, when necessary, with the coordination of LPAC training of other campus members. 

Organization Management

The testing coordinator manages administrative, fiscal, and facilities functions responsibly through activities such as the following: 

  • Establishes tutoring planning for students who do not perform well on STAAR EOC and struggled on 8th Grade STAAR.
  • PSAT 8/9, PSAT 10, PSAT NMSQT, SAT, and ACT College Readiness Assessment ordering, preparation, coordination of testing, student registration for these assessment, reimbursement from the state for fee reductions and submission of documentation to TEA.
  • Advance Placement (AP) Testing Coordination in collaboration with campus administrator directly responsible for Advance Placement oversight.
  • Facilitates and coordinates Texas Success Initiative (TS) testing, to include training of staff.
  • Prepares, coordinates, and facilitates summer TSI, STAAR EOC testing.
  • Complies with all state requirements for high stakes testing as they emerge.
  • Pick up and return materials to the Department of Curriculum and Instruction when required.
  • Maintains “clean” data sets pertaining to all aspects of coding used for subpopulations and curricular services.
  • Creates data reports and visuals for campus administrators, department chairs/grade level leaders, PLC leads, CAT, DAT, data teams and others.
  • Codes at-risk students from summer, fall, and spring testing administration.
  • Facilitates and models data aggregation and dissemination for all staff using heat mapping strategies, etc.
  • Manages assessment activities for the building through the Eduphoria software system.
  • Prepares student answer documents including printing answer sheets and sorting them into test sites.
  • Ensures all students receive all appropriate accommodations, modifications.
  • Secures test documents for instructional staff.
  • Maintains responsibility for the collections of answer documents for scanning into Eduphoria for all district testing.
  • Verifies correct accommodations/modifications with content, Special Education, and LEP students.
  • Adheres to all district set state testing windows.
  • Retains all archived records in a clearly marked system for your building according to state and district given time requirements.
  • Conducts language screenings of new enrollees.
  • Makes initial placement recommendations to counselor.
  • Secures records from previous schools.
  • Be knowledgeable about procedures related to LUCHA services at high school.
  • Assists, when necessary, with the distribution, tracking and receipt of parent permission for ESL services; follows up as needed.
  • Assists, when necessary, with the completion of appropriate documentation, including documentation of Insufficient Schooling and Lack of Progress by spring, and Linguistic Interventions & Accommodations with input from teachers.
  • Assists, when necessary, with appropriate documentation in designated ELL folders for each student.
  • Assists, when necessary, with language screenings as appropriate.
  • Updates student status in student information system, complete paperwork and file appropriately with Registrar’s office.
  • Submits annual reports as requested to district personnel.
  • Assists, when necessary, with the use of technology-rich data to collect, organize, and visualize assessment data to determine the extent to which ELL students are achieving state and federal standards. 

Professional Growth and Development

The testing coordinator provides leadership in professional growth and development through activities such as the following: 

  • Participates in national and state level organizations to stay abreast of latest research and best practices.
  • Attends professional development opportunities related to designated subject area.
  • Reads, synthesizes, and disseminates research and information related to best practices from books, journals, list serves, websites, and other media formats.
  • Teaches updates for state and federal requirements to campus staff.
  • Carries out professional development activities and training of campus testing administrators.
  • Trains staff and adheres to all FERPA expectations per guidelines.
  • Attends all Building Test Coordinator (BTC) meetings, orientations and updates.
  • Attends all required professional development activities that are required for standard teachers.
  • When necessary, attends annual LPAC training and serve as chairperson of Language Proficiency Assessment Committee (LPAC).
  • When necessary, participates in and maintains current training for LPAC and all relative screening and assessment tools (WMLS, STAAR-L, TELPAS, etc.).
  • Stays current in areas of ELL instructional innovations and educational research and disseminate information to appropriate staff members. 

Qualities of an Effective Testing Coordinator

The testing coordinator exhibits qualities such as the following: 

  • Daily attendance and punctuality at work are essential functions of the job.
  • Complies with District policies, as well as state and federal laws and regulations.
  • Complies with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, and standards.
  • Compiles, maintains, and files reports, records, and other documents required.
  • Attends and participates in faculty meetings and serve on staff committees as required.
  • Corrects unsafe conditions in work area that could cause an accident and inform supervisor of any conditions that are not correctable immediately.
  • Maintains confidentiality.

  • Works irregular hours and extended work hours to include holidays and weekends.
  • Frequent walking, standing, stooping, bending, pulling and pushing, lifting, and carrying (may lift and move textbooks and classroom equipment).
  • Occasional district wide and statewide travel.
  • Uses computer for prolonged period resulting in repetitive hand motions.
  • Be able to maintain an environment conducive to testing and testing preparation; moving stacks of test books, test documents media equipment, desks, and other classroom equipment.
  • Frequent exposure to: temperature extremes (hot and cold), humidity, extreme noise, low or intense illumination or vibration.
  • Occasional exposure to: biological hazards (communicable diseases, bacterial, insects, mold, fungi, etc.)
  • Work outside, work around moving objects or vehicles, work on uneven surfaces.
