Primary Purpose:

The Chief Technology Officer will direct and provide oversight for all district technology.

 

Minimum Qualifications: 

Education/Certification:

Master’s Degree Preferred

Candidates must have a satisfactory outcome of fingerprinting background check. Non-refundable fee (approximately $50) paid by employee.

 

Knowledge/Skills:

Have a working knowledge of the school district and its policies

Knowledge of key learning theories and methods of instruction, and their relation to technology integration

Knowledge of computer network, hardware and software applications

Knowledge of computer applications development and implementation

Ability to manage budget and personnel; coordinate district functions

Strong organizational, communication, public relations, and interpersonal skills

Ability to interpret policy, procedures, and data

Creative thinker and problem solver

Strong project management skills

Experience in the implementation of integrating of instruction technology

Experience in technology planning, and staff development

Experience using current and relevant technology resources

Technical expertise regarding end-user applications and hardware is required

Experience working with data systems and analysis (including file formats, imports, exports)

Working knowledge of technical systems (network, servers, imaging, etc.)

 

Experience:

Minimum 5 years central office leadership, CTO experience preferred

Instructional Management

The technology officer promotes improvement of instruction through activities such as the following:

• Collaborate with curriculum leaders to develop and evaluate curriculum based on needs as referenced through assessments.

Organization Climate

The technology officer fosters a positive school or organization morale through activities such as the following:

• Actively participate as a member of the Superintendent's cabinet to create and implement a vision for how technology will support the district’s strategic and operational goals. 
• Assist schools and administrative departments develop and implement plans to address technology needs including evaluation of hardware and software and management of information.
• Assist with the implementation of staff development in the area of technology and information management.
• Provide support and troubleshooting for software and hardware.
• Plan and support incentives that promote technology use.
• Obtain staff feedback about technology use.
• Communicate regularly with District/campus staff about relevant technology plans. Organization Improvement
• The technology officer promotes leadership in efforts to improve the school or organization through activities such as the following:
• Develop and implement district standards and specifications for hardware and software use.
• Develop and implement a district-wide technology plan.
• Develop and coordinate a continuing evaluation of information and technology services.
• Participate in contract negotiations for computer hardware, software, maintenance, and related services.
• Generate accurate inventory reports for grants and special programs.
• Maintain current and develop new documentation detailing the status of individual school sites in the installation and use of instructional technology.

Communication and Community Relations

The technology officer promotes a positive tone for school or community relations through activities such as the following:

• Communicates with parents, employees, administrators and outside organizations for the purpose of providing administrative support, enhancing program awareness and assisting with program implementation.
• Interfaces with institutions of higher education to secure relationships that benefit student academic goals.
• Works with the communication department to ensure communicative technologies are maintained and being utilized fully.

Personnel Relations/Management

The technology officer manages personnel effectively through activities such as the following:

• Prepare, review, and revise job descriptions for the technology department.
• Develop training options and/or improvement plans to ensure operation of the technology department.
• Evaluate job performance of employees to ensure effectiveness.
• Participate in recruitment, selection, and training of personnel.
• Make sound recommendations about personnel placement, transfer, retention, discipline, and dismissal.

Organization Management

The technology officer manages administrative, fiscal, and facilities functions responsibly through activities such as the following:

• Facilitate the process of priority setting and decision making for meaningful and effective uses of technology in support of the district's strategic goals.
• Coordinate support between the education service center and District staff including programming, application support, and end-user support.
• Coordinate campus technologist and facilitate monthly meetings and training sessions.
• Administer the technology budget and ensure the programs are cost effective and funds are managed wisely.
• Compile budgets and cost estimated based on documented program needs.
• Approve and forward purchase orders for department to accounting department.

Professional Growth and Development

The technology officer provides leadership in professional growth and development through activities such as the following:

• Attend professional growth activities to keep abreast of innovations in information management and technology services.
• Assist in developing professional learning plans for district staff. 

Qualities of an Effective Technology Director

The technology officer exhibits qualities such as the following:

• Comply with district and campus policies and procedures, as well as state and federal laws and regulations.
• Comply with the standards of conduct set out in Board Policy DH (Legal) and (Local) and with any other policies, regulations, and guidelines that impose duties, requirements, or standards.
• Correct unsafe conditions in work area that could cause an accident and inform supervisor of any conditions that are not correctable immediately.

• Demonstrate a high level of personal integrity, a collaborative leadership style, and high ethical standards.
• Keep informed of and comply with state, District, and campus policies affecting schools.

Supervisory Responsibilities:

Supervise and evaluate the performance of technology staff as assigned.

 

Equipment:

Computer, scanner, printers, video equipment, sound systems, projection system, digital equipment, handheld devices, wireless hubs, calculator, telephone, copier, fax machine, shredder, and other equipment applicable to the position.
